Your Dean is a vengeful pinhead. There seems to be a plague of Bell Labs refugees who think they understand academia becoming Deans across the country. They seem to be completely lacking in management skills. Abernathy was out-smarted by Prof. Sahni, and this is her revenge. She will be remembered for her short-sightedness, not for her leadership.
